OpEd | State | TriMet angers many, requires oversight

Did you know that TriMet fares are now among the highest in the nation (Gianola, 2013)? That’s right, a monthly adult TriMet pass is $100, while in Philadelphia, its $83, $72 in Los Angeles and just $70 in Boston (Gianola, 2013). Yet all three cities have operation far more extensive than Portland’s. So why does public transit cost so much in Portland? TriMet General Manager Neil McFarlane wants you to blame the recession and the high cost of TriMet’s union health benefits (Gianola, 2013). He hoped you wouldn’t find out about the $910,000 in pay raises he approved for the highest echelon of TriMet management in 2012, even as he publicly stated that he had frozen their pay (Rose, 2013). “How could this happen right under our noses?” you may ask. This was able to happen because no one was watching. While TriMet management increased fairs, cut service, and gave themselves raises, no one was paying attention. To ensure this can’t happen again, Oregon lawmakers have called on Secretary of State Kate Brown to conduct an unprecedented audit of operations and finances at the state's largest public transit agency (Rose J. , 2013).

Vice-chair of the House Committee on Transportation and Economic Development, Rep. Chris Gorsek (D-Troutdale) is the chief sponsor of the proposal, an amendment to his House Bill 3316. HB3316 was intended to regulate TriMet’s governance, transferring operational and finical oversight from TriMet’s board of directors to Metro (Staff, 2013). However, Gorsek simultaneously realized he didn’t have wide support for restructuring and became aware of major management issues at TriMet. He took the opportunity to push for a large scale audit instead (Rose J. , 2013). While the audit will possibly take longer than the original plan - Brown's office plans to have the audit finished before the 2014 legislative session (Thompson, 2013) – it ensures a much more thorough understanding  of exactly what is going on inside the transit agency and why. This is an extremely prudent step, prior to taking any major action which could have unforeseen repercussions. While it’s obvious that things need to change inside TriMet, I believe it’s worth taking the time to do it right.

State Funding of Bike Pedestrian Programs Op-Ed

The Problem:
When we look at the current trend of the Federal Government they have gotten out of the business of funding large infrastructure project in United States. The current US Secretary of Transportation has had pressure put on him to make the budget for infrastructure funding even smaller at the state level. Programs like “safe routes to schools” and “National Transportation Alternative Clearinghouse” have been cut back drastically and are leaving the majority of the free money for investment in the programs that support bike and pedestrian infrastructure gone. This brings into to question whether our growing population of bikers in Portland will slowly begin to decline and our goals of becoming “Bike City, USA” will disappear as well.

Op-Ed: Is Personal Rapid Transit the Future?

In the deserts of UAE, some 11 miles southeast of Abu Dhabi, Masdar City is envisioned as a sustainable, zero-carbon, zero-waste ecology, with complete reliance on solar and other renewable energy sources. The city will be home to around 50,000 people and is expected to cost $22 billion to construct. So, what does transportation look like in the world’s first zero-carbon city? Well, the city is designed to be completely car-free and given that it is one square mile in size, it is probably an achievable goal. An important element of this city’s transportation vision is the Personal Rapid Transit (PRT) prototype. This op-ed will explore the role of this recent technological innovation in a city aiming to be completely sustainable. Additionally, I’ll discuss the PRT system, and its potential applications in urban environments.

Plan Bay Area: A regional bar set too high?

When I first heard about Plan Bay Area, a regional blueprint for reducing greenhouse gas emissions (GHG) and making housing more affordable around the San Francisco Bay Area, I was thrilled. One of the major aspects of the plan involves large transportation investments around the region: improving streets, connecting regional transit networks and creating more transit-oriented housing! California Sustainable Communities and Climate Protection Act of 2008 (Senate Bill 375), which requires metropolitan areas to lower GHG emissions from cars and light trucks, set Plan Bay Area in motion and has spurred a range of suggestions for lowering carbon emissions.

The plan sets some lofty goals for the region. With an expected population growth of nearly two million people by 2040, the plan sets to lower GHG emissions by 15% per capita by 2035. As Downs states in his article on traffic congestion, the growth of a region greatly increases their level of congestion. And the Bay Area is growing rapidly! In order to reduce GHG, the plan hopes to densify transit corridors and lower vehicle miles traveled. Some of the controversial ideas for reaching this goal include increases in bridge tolls, implementing a driving fee based on miles traveled and a potential congestion tax in Downtown San Francisco and Treasure Island. As much as I am excited and proud of my home away from home and the nine Bay Area counties working together to create a regional plan, I have my doubts. The plan assumes that 60% of GHG reductions will occur by encouraging job and housing growth close to transit and the other 40% will happen through car and transit climate initiatives (costing roughly $640 million to implement). Seeing these numbers, I wonder the effects of attempting to lower emission by implementing a VMT tax and supporting densifation of areas around transit. This is all well and good, until I delved into the complex relationship between VMT and density and how it affects other regional goals, specifically affordable housing. The results aren’t pretty.

When it comes to air quality, bicycling is really healthy?

Bicycling is encouraged to use as the sustainable alternative of an automobile. On individual level, it gives health benefits by increasing physical activities and reduces transportation cost. On social level, it improves air quality, public health, congestion, and gas consumption.  In spite of promoting a bicycling is advantageous  in terms of a social cost, there has been debates on health benefits of bicycling.

According to  Weichenthal et al., gas emission from vehicles likely affect on heart rate variability. In their experiment, high frequency power of heart was decreased after cycling in congested routes compared to indoor bicycling. Rojas-Rueda et al. examined the health benefits and hazards of bicycling. They concluded that the benefits of bicycling were greater than the risks of it after comparing mortality of road traffic crashes and deaths caused by polluted air with the number of mortality avoided due to the increase in physical activities. Furthermore, annual carbon dioxide emissions were dropped because of the shift of mode choice from automobile to bicycle.

It seems that there has been no consensus on the health effects by bicycling as alternative of driving. When it comes to the main source of adverse health effects of bicycling, it is caused not by bicycles but by vehicles. Polluted gas emission from vehicles directly affects on bicyclists who contribute to improving air quality by not driving like other drivers. Are there any ways to reduce the negative influence of vehicles on the health of bicyclist? One clue could be found from a research by Weichenthal et al.

In their research, the intensity of polluted air which participated bicyclists inhaled was monitored. The results showed that high-traffic routes had greater air pollutants including UFP, BC, and PM2.5 concentrations compared to low-traffic routes.  It indicates that the greater expose to gas emission makes adverse health impacts to bicyclists getting worse.

For all registered vehicles in Oregon, department of Environmental Quality(DEQ) operates vehicle emission test. Depending on a vehicle year, type of test is determined. Basic emissions test monitors the level of carbon monoxide and hydrocarbon in gas emission from vehicles. For newer vehicles, on-board diagnostics test is performed to check emission systems working properly. Air quality of Oregon seems to be good in terms of air quality index, since all areas in Oregon meet federal health standards for air pollution. Clean air strategies including vehicle emission tests which are administrated by DEQ have created positive results. For a reference, in 1980, only 30 percent of Oregon area was in a satisfactory air quality condition. On the other sides, there are still concerns in air quality of Oregon. Air toxic is that distress.

 Air toxics are polluted air which triggers cancers and other serious health problems related to nerve damage and respiratory irritation. Vehicles are one of major sources of air toxics. Air toxics generated from vehicle include benzene, 1,3-butadiene, formaldehyde, acetaldehyde, acrolein, polycyclic organic matter, naphthalene, and diesel particulate matter. These air toxics directly affect neurological, cardiovascular, liver, kidney, and respiratory, immune and reproductive systems. There are no national health standards for air toxics. In the meanwhile, the level of several air toxics in Oregon area exceeds clean air health goals, and Portland region has the highest air toxic concentrations.

There will be various approaches to make bicycling in Oregon as a safer activity for the perspective of air quality. One of it would be the inclusion of  air toxics as criteria in vehicle inspection program. Reminding that the greater exposes result in the greater adverse health effects for bicyclists. Prior to modify a current gas emission test program, it is also required to set standards for air toxics generated from vehicles. Bicyclists often share roads with vehicles. For the case, bicyclists take higher health risks at the intersection where vehicles are idling so that  they inhale directly air toxics of vehicles. It is known that vehicles generate much air pollutants while vehicles idle. By regulating air toxics through vehicle inspection program,  the amount of exposed air toxics to bicyclists in a densely developed area such as Portland would be decreased.   


One of good programs for providing a less polluted environment for cyclists would be voluntary accelerated vehicle retirement program which is implemented in California. California provides monetary incentives to promote a voluntary retirement of vehicles when vehicles fails to pass gas  emission test.  At local level, even vehicles passing gas emission test are eligible to apply to get monetary incentives for the sake of scrapping their vehicles. The implementation of the program in Oregon will reduce the use of old vehicles which tend to  produce more polluted air. It would improve not only public air quality but also provide a safer environment of bicycling.

Oregon: towered an Intelligent Transportation System

As we reached the twenty-first century, a demand for more urbanized cities is increasing through the increase in the world population and people moving to cities for their services(IBM global business services,2009) . I think that no City or State could handle such an increase without using an  intelligent transportation system (ITS) in it. So did Oregon did a good job in that?
